Resources: to tax or not to tax?

Signs of economic recovery have brought forward talk of a long-planned resources tax reform.
State media recently reported that China could accelerate the implementation of a long-planned resources tax reform. Tax would be levied for the first time on water, timber and geothermal energy, while taxes will be raised on resources such as oil and natural gas to between 5% and 10% from the current 1%.
