A second stimulus?

Beijing is mulling a second fiscal stimulus package to support Wen Jiabao's touted 8% economic growth this year - at least according to some recent media reports. Rumour or reality? China economists discuss.
China is planning a new economic stimulus package, or so the China Securities Journal reported this week, citing a senior official at the State Information Center – China's largest think tank responsible for relaying forecasts and information to the central government. The news prompted further market rumours that the State Council would discuss such stimulus plans on April 15. China's stock markets surged on hearing the news. But is Beijing hatching something or not?
