April has been a month of sunshine and showers for analysis on the Chinese economy.
"Chaotic times throw forth heroes", as the old Chinese saying goes. A more contemporary working of this phrase, applied to the economy, might be: "Difficult times throw forth key reforms". It was thus when Chinese leader Deng Xiaoping, facing a rural crisis in the late 1970s, turned a blind eye to farmers challenging the commune system by tilling their own plots. It was also thus a few years later when Beijing, faced with a youth unemployment crisis, allowed some people to engage in private enterprise. And it was thus during the sharp slowdown of 1998 when Zhu Rongji, the then premier, pushed through the privatisation of the country’s housing stock.
